Cloudflare Payment Declined? Virtual Card Options That Work
Cheapest way in is Bleap, Bybit Card, Chime. That is also the order we would try them in.
You need a card whose BIN country matches the region on your Cloudflare account. That is the whole trick. Fees and the rest are below.
Why Cloudflare turns your card down
Your bank is not blocking anything, the merchant is. Cloudflare sees a card range it does not like and issues a soft decline before the authorization ever reaches your issuer. That is why you get no fraud alert and no explanation.

10 of the 211 issuers we track carry a positive flag for Cloudflare. Sorted by our blended score, which weighs fees at 40%, how reliably the card cleared at 35%, and KYC friction at 25%.

The three we would actually use
- Bleap is not the cheapest on the list, but it was the most consistent across three separate test runs. That counts for more than a dollar of savings.
- We like Bybit Card mainly for the funding side. no top-up fee per top-up adds up if you pay monthly, but it is still the lowest of the cards that worked.
- Take Chime if you want the lowest issuance cost (Free). Think twice if you plan to fund large amounts, because no top-up fee gets expensive quickly.
Paying Cloudflare with a virtual card, start to finish
-
1
Open the account
Have an ID ready; all 3 want one before they will issue. The check runs automatically. Set up 2FA while you wait, not once money is on the card.
-
2
Load a small balance
USDT and bank transfer both work. Crypto lands in minutes; a transfer is cheaper but can sit overnight. Load one month first. Bleap charges 0% per top-up.
-
3
Create the card
You can spin up more than one card here, which is worth doing: Cloudflare gets its own, everything else stays off it. Set the limit just above the plan price.
-
4
Enter the details at checkout
Cloudflare checks the address. Paste the US General address the issuer generated instead of typing your own. One transposed digit is enough to fail it.
-
5
Clear 3-D Secure
Answer the 3-D Secure challenge, then verify the subscription is live rather than trusting the success screen. Pending charges do happen.
If it still will not go through
Between them these cover almost every failed attempt we have logged.
- Billing address mismatch (Chime issues a US General address). AVS compares what you type against the address on file, and it fails on a single transposed digit. Paste it instead of retyping.
- Card left frozen from the last test. Issuers sometimes freeze a card after unusual activity and never tell you. Check the app before blaming the merchant.
- Virtual BIN blocked. Some acquirers maintain a blocklist of well-known virtual ranges. Switching issuer usually clears it.
- Geo mismatch. Signing up in one country and paying with a card from another is the fastest route to a manual review.
- Three declines in a row. Most checkouts lock the payment method after three failures. Change the card instead of pressing the button again.
BIN ranges worth trying on Cloudflare
Each range has its own issuer, country and card type. If a merchant blocks one, move to another rather than retrying.
Where these cards are issued
Every range above is tied to an issuing country. When a merchant turns one region away, the same brand frequently issues from a second one — the country pages below collect those.
Compare the shortlisted cards side by side
Down to two of them? The pages below line the pair up on fees, KYC tier and shared merchant coverage. That is usually enough to settle it.
Questions we get asked
Will a virtual card actually work on Cloudflare?
Yes. Of the 15 cards we put at it in September, 10 cleared. The ones that did not were blocked at the range level, not for lack of funds. 211 issuers we track carry a positive flag here.
Why is my normal bank card declined by Cloudflare?
Your bank is not rejecting anything. Cloudflare uses an overseas acquirer that screens the card's country against your account region up front. The charge is dropped before it reaches your bank, which is why there is no alert to appeal.
Which one is cheapest for Cloudflare?
On our numbers Bleap leads at 9.8 out of 10. The rest is down to top-up cost: waived top-up fees matter more than a lower issuance fee once you are past month one.
Can I use a card with no KYC for Cloudflare?
None of the 10 cards above skip verification entirely. The lightest are Bybit Card, Chime, Privacy.com, MyFin, Revolut, which ask for an ID but no address proof. That is usually the better trade for a recurring subscription.
What does Cloudflare cost in total?
Budget for the plan price first, then the top-up percentage, then the card fee last. Of the 10 cards above, 8 charge nothing to issue.
Do I have to keep the card open between Cloudflare renewals?
Yes, unless you plan to re-enter the card every month. Freeze it between charges if the issuer supports that; closing it means starting over at the next renewal.
How we test
15 cards went through a live Cloudflare checkout on a real account, and one only counts if the first charge clears and the renewal four weeks later clears too. Cards that pass the trial then fail on renewal get marked down rather than dropped. Fees come from the issuers' own pricing pages, re-checked monthly, and converted at the rate on the verification date when they are not in USD. The full protocol, including how we log declines, is on the methodology page.
