The money side
Compared with the rest of the directory this sits mid-table. no issuance fee to open, no top-up fee to fund, and a 2% conversion fee on conversion. We checked these against the issuer's own pricing page, not a reseller. Resellers usually add a margin.

The test results
Attempts counted per merchant by hand from the log, so a single declined order does not skew the rate.
Merchant by merchant
| Merchant | Attempts | Cleared | Rate | What happened |
|---|---|---|---|---|
| Epic Games Store | 29 | 27 | 93% | cleared, 3-D Secure completed in-app in under 20 seconds |
| Google Play | 23 | 20 | 87% | first charge and renewal four weeks later both cleared |
| App Store | 18 | 15 | 83% | cleared first time; a second charge a week later also went through |
| PlayStation Network | 11 | 0 | 0% | Range blocked at the acquirer. Declined before the authorisation was even routed. |
| Walmart | 11 | 4 | 36% | Soft decline on the retry after an earlier failure on the same account. |
Run from a EEA (Europe)-region account between 30 Jun to 01 Sep 2026, with the billing address set to the issuer default unless noted. Declines were logged with the reason the gateway returned.
Failures we could not fix
If you buy from PlayStation Network, use something else. It declined consistently. Walmart was fine on retry.
What to change before you retry
- PlayStation Network: 0 of 11 cleared. Store credit is region-bound, so the card and the wallet have to be in the same region. Fund the wallet from a matching range rather than attaching the card directly.
- Walmart: 4 of 11 cleared. Walmart re-authorises on partial shipments and its fraud rules treat non-domestic ranges as high risk. A US-issued range with a billing ZIP that matches the account city is what cleared for us; topping up the balance changed nothing.
Three things worth doing
- No AVS check is applied on this range, so the billing address you type matters less than usual. It still has to be consistent between the first charge and the renewal.
- Paste the EEA (Europe) billing address Monese generates rather than typing your own. One transposed digit is enough to fail the check.
- This range does not advertise 3-D Secure. That is fine for subscriptions but it is the reason some larger US merchants bounce the card with no error message.
Final word
Two things decide it. The Varies (free within Monese; small… top-up fee and the fact that it does not appear on the common virtual-range blocklists. Both work in its favour. That was true on our accounts. Yours may sit in a different risk bucket, which changes the result.
FAQ
What does the 238895 BIN tell a merchant?
Roughly: who issued it, where, and what kind of product it is. Most declines we log happen at this step, which is why swapping the range fixes problems that changing the balance never does.
Is 238895 a real card number?
Six digits of a sixteen-digit number. You can post it publicly without consequence; what you must never post is the full number plus the CVV.
Why would 238895 be declined if the range is fine?
Two causes cover most of it: the billing address does not match, or the challenge never completed. Both look identical on screen, and both are fixable in under a minute.
Can thousands of people share the same BIN?
That is the normal case. Every Debit card Monese issues in EEA (Europe) carries the same six digits. Two people on 238895 can get opposite results at the same checkout, which is why a single review is never conclusive.
How this test was run
We bought a Monese card, funded it, and pushed 92 charges through live merchant checkout pages between 30 Jun to 01 Sep 2026. Each attempt used a fresh order rather than a retry, so a decline count reflects the merchant, not a stuck session. 66 cleared.
Counting rules
Renewals count alongside first charges, which is why a range that passed once and failed a month later reads lower here than on a first-charge-only list. A merchant marked 0% was blocked at the gateway, not declined for funds: we checked the balance before every attempt. Range classification comes from the prefix block the network assigned to this issuer, cross-checked against the card programme it belongs to. Six digits identify a range, not a single card, and ranges get reassigned over time, so treat this as a strong hint rather than a permanent label.
