PSD2 makes strong customer authentication mandatory across the EEA, so every charge carries a 3-D Secure step. It adds seconds to checkout and quietly removes the decline category where a silent fraud filter eats the payment without telling you why.

Most EEA-issued virtual cards in our set come from licensed EMIs rather than banks, and the licences cluster in Lithuania, the Netherlands and Ireland. That keeps fees low, with SEPA or crypto as the usual funding.

None of the 10 cards let you pick an arbitrary address. Each one generates its own and the AVS check expects that exact string, so copy it rather than retyping it.

Creation sits at about 0 USD on this table, and top-up percentages range from 0% to 1.5% per load. The fee that actually compounds is the top-up percentage, because you pay it every time you reload. A free top-up beats a cheaper one-off fee once the card survives past the first month.
