The fee stack
This is a Debit product, so there is no interest and no annual fee to model. Just no issuance fee, no top-up fee and no FX markup. No tiers to climb and no minimum spend. We appreciated that after testing products that bury both.

Where 471788 clears, and where it does not
Everything we pushed through this range, including the merchants it never cleared.
Merchant by merchant
| Merchant | Attempts | Cleared | Rate | What happened |
|---|---|---|---|---|
| Steam | 65 | 58 | 89% | went through on a fresh card with the issuer's default address |
| App Store | 53 | 46 | 87% | cleared on the first attempt, no challenge issued |
| Google Play | 40 | 34 | 85% | first charge and renewal four weeks later both cleared |
| Walmart | 26 | 0 | 0% | AVS mismatch. The ZIP on file did not match the address registered to the card. |
| StockX | 20 | 7 | 35% | 3-D Secure challenge never completed. The order timed out waiting for the OTP. |
Run from a United States-region account between 03 Aug to 31 Aug 2026, with the billing address set to the issuer default unless noted. Declines were logged with the reason the gateway returned.
Failures we could not fix
Two merchants gave us trouble, Walmart and StockX. In both cases the decline came back as an issuer block rather than an address problem, which is not something you can fix from your side.
What to change before you retry
- Walmart: 0 of 26 cleared. Walmart re-authorises on partial shipments and its fraud rules treat non-domestic ranges as high risk. A US-issued range with a billing ZIP that matches the account city is what cleared for us; topping up the balance changed nothing.
- StockX: 7 of 20 cleared. Charges only happen when a bid is accepted, so the balance has to be sitting there before the seller responds. A card that funds on demand is what fails here, not the range.
Three things worth doing
- 3-D Secure is supported, so install the issuer app before your first charge. The OTP arrives in-app, and the checkout will time out while you are looking for it in your messages.
- Use the United States address Chipper Cash gives you, verbatim. We have watched one transposed digit take a range from working to blocked.
- Funding is crypto-first. Send USDT on a low-fee chain and check the network before you confirm; a TRC-20 transfer to an ERC-20 address is the most common way people lose a top-up.
Our call
Better than the anonymous ranges people find on forums, worse than the top-tier fintech products. Priced accordingly. We would put it in the second tier. Reliable, unremarkable, and cheap enough to keep around.
FAQ
What does the 471788 BIN tell a merchant?
Roughly: who issued it, where, and what kind of product it is. Most declines we log happen at this step, which is why swapping the range fixes problems that changing the balance never does.
Is 471788 a real card number?
It is the first six of sixteen digits. The remaining ten identify the account, and only Chipper Cash can map those. A BIN alone will never get anyone into your money.
Why would 471788 be declined if the range is fine?
Changing one variable at a time is the only way to diagnose this. Address first, then card, then the connection country. We have seen people change all three and learn nothing.
Can thousands of people share the same BIN?
Shared by design. Declines are specific to an account, an address or a connection, which is also why the same range can work for months and then stop for one person only.
Test setup
We bought a Chipper Cash card, funded it, and pushed 204 charges through live merchant checkout pages between 03 Aug to 31 Aug 2026. Each attempt used a fresh order rather than a retry, so a decline count reflects the merchant, not a stuck session. 145 cleared.
Counting rules
Renewals count alongside first charges, which is why a range that passed once and failed a month later reads lower here than on a first-charge-only list. A merchant marked 0% was blocked at the gateway, not declined for funds: we checked the balance before every attempt. Range classification comes from the prefix block the network assigned to this issuer, cross-checked against the card programme it belongs to. Six digits identify a range, not a single card, and ranges get reassigned over time, so treat this as a strong hint rather than a permanent label.
