Outbrain Payment Declined? Virtual Card Options That Work
Best result for us: Genome, PayPal Key, Revolut. Two of the three also passed a renewal charge four weeks later.
There is nothing exotic about paying for Outbrain with a virtual card. You just have to stop using one that gets auto-declined. These 10 do not.
Why Outbrain turns your card down
The decline is a BIN mismatch. Outbrain bills through an overseas acquirer, and that acquirer compares three things: the country your card was issued in, the billing address on file, and the country your account is registered in. Two out of three is not enough.

10 of the 71 issuers we track carry a positive flag for Outbrain. Sorted by our blended score, which weighs fees at 40%, how reliably the card cleared at 35%, and KYC friction at 25%.

The three we would actually use
- Genome scored 9.5/10. Nothing about it is remarkable except that it kept working when others stopped.
- We like PayPal Key mainly for the funding side. no top-up fee per top-up adds up if you pay monthly, but it is still the lowest of the cards that worked.
- Revolut: Free to open, no top-up fee to fund. Boring, cheap, and it passed every retry we threw at it.
Paying Outbrain with a virtual card, start to finish
-
1
Open the account
Have an ID ready; all 3 want one before they will issue. The check runs automatically. Set up 2FA while you wait, not once money is on the card.
-
2
Load a small balance
Two ways in: crypto, which is instant, or a bank transfer, which is cheaper and slower. Start with a single month and see it clear. Genome charges Non-Genome card top-up 3%… per top-up.
-
3
Create the card
One account will hold several cards, so give Outbrain its own and leave the rest alone. Cap it near the plan price and lock it to this merchant.
-
4
Enter the details at checkout
There is an address check. PayPal Key issues a US General address. Paste that one, because AVS fails on a single wrong character.
-
5
Clear 3-D Secure
Approve the prompt in the issuer app, then go back and confirm the plan actually shows as active. A subscription can look paid and still be sitting in pending for an hour.
If it still will not go through
Between them these cover almost every failed attempt we have logged.
- Billing address mismatch (PayPal Key issues a US General address). AVS compares what you type against the address on file, and it fails on a single transposed digit. Paste it instead of retyping.
- Three declines in a row. Most checkouts lock the payment method after three failures. Change the card instead of pressing the button again.
- Trial already claimed. If the free trial was used on that account before, the card gets charged immediately and often flagged as fraud.
- Debit range, credit-only acquirer. A handful of processors refuse debit BINs outright, before any balance check runs. Try a credit range from the table.
- Monthly cap reached. Cards with a hard monthly limit decline once it is used up, and the message the merchant shows is identical to a fraud block.
BIN ranges worth trying on Outbrain
Each range has its own issuer, country and card type. If a merchant blocks one, move to another rather than retrying.
Where these cards are issued
Every range above is tied to an issuing country. When a merchant turns one region away, the same brand frequently issues from a second one — the country pages below collect those.

Narrowed it down to two of the cards above? These head-to-head pages put their issuance fee, top-up fee, KYC tier and the merchants we test into one table, so the call is easier to make.
Questions we get asked
Will a virtual card actually work on Outbrain?
In our tests, yes. We ran 33 cards against it in September and the 10 below are the ones that went through. Failures were almost all range blocks rather than balance problems, and 71 issuers in our database carry a positive flag for this merchant.
Why is my normal bank card declined by Outbrain?
Your bank is not rejecting anything. Outbrain uses an overseas acquirer that screens the card's country against your account region up front. The charge is dropped before it reaches your bank, which is why there is no alert to appeal.
Which one is cheapest for Outbrain?
On our numbers Genome leads at 9.5 out of 10. The rest is down to top-up cost: waived top-up fees matter more than a lower issuance fee once you are past month one.
Can I use a card with no KYC for Outbrain?
No card here is verification-free. The least demanding are Revolut, Ramp, Privacy.com, which stop at an ID. For a charge that repeats every month, that is the sensible middle ground.
What does Outbrain cost in total?
Three things add up: the one-off card fee, a top-up fee each time you fund, and the Outbrain plan itself. On this page 8 of the 10 cards cost nothing to create. Spend limits and freezing are free everywhere.
Do I have to keep the card open between Outbrain renewals?
It is easier to leave it open, or frozen, than to close it. Closing cannot be undone, and a lapsed renewal is usually more hassle than the card sitting idle.
How we test
33 cards went through a live Outbrain checkout on a real account, and one only counts if the first charge clears and the renewal four weeks later clears too. Cards that pass the trial then fail on renewal get marked down rather than dropped. Fees come from the issuers' own pricing pages, re-checked monthly, and converted at the rate on the verification date when they are not in USD. The full protocol, including how we log declines, is on the methodology page.
