How "use before arrival" works
After approval some issuers push the card details to their app so you can add it to a wallet and tap to pay, or they display a virtual number for online use. The physical card still ships, but you do not need it to start spending.
What blocks it
Not every product supports instant use, and some need extra identity steps first. If the app has no "add to wallet" or virtual number after approval, the issuer simply does not offer it for that card.
