Why Steam turns your card down
The decline is a BIN mismatch. Steam bills through an overseas acquirer, and that acquirer compares three things: the country your card was issued in, the billing address on file, and the country your account is registered in. Two out of three is not enough.

Fund with USDT if you need it today, bank transfer if you can wait a day. One month is plenty to prove the card works.

You can spin up more than one card here, which is worth doing: Steam gets its own, everything else stays off it. Set the limit just above the plan price.

AVS is on here, so the US General address on Chime has to go in exactly as issued. Copy it out of the app; do not retype it.

Clear 3-D Secure
The OTP lands in the issuer app. Approve it, then check the account, because a charge can sit in pending after the bank has already said yes.
If it still will not go through
Between them these cover almost every failed attempt we have logged.
- Billing address mismatch (Chime issues a US General address). AVS compares what you type against the address on file, and it fails on a single transposed digit. Paste it instead of retyping.
- Spend limit too tight. If the cap sits below the plan price plus the conversion spread, the authorisation comes back as insufficient rather than blocked.
- Card left frozen from the last test. Issuers sometimes freeze a card after unusual activity and never tell you. Check the app before blaming the merchant.
- Virtual BIN blocked. Some acquirers maintain a blocklist of well-known virtual ranges. Switching issuer usually clears it.
- Geo mismatch. Signing up in one country and paying with a card from another is the fastest route to a manual review.
BIN ranges worth trying on Steam
Each range has its own issuer, country and card type. If a merchant blocks one, move to another rather than retrying.

Questions we get asked
Will a virtual card actually work on Steam?
It does. 10 of the 31 cards we tried in September got through, and 211 issuers in the database are flagged as working with this merchant. The failures we logged were range blocks, not empty balances.
Why is my normal bank card declined by Steam?
Your bank is not rejecting anything. Steam uses an overseas acquirer that screens the card's country against your account region up front. The charge is dropped before it reaches your bank, which is why there is no alert to appeal.
Which one is cheapest for Steam?
On our numbers Chime leads at 9.7 out of 10. The rest is down to top-up cost: waived top-up fees matter more than a lower issuance fee once you are past month one.
Can I use a card with no KYC for Steam?
2 of the 10 cards above are listed as No KYC: Paycek, Pikabao. They work, but they decline more often and the fees are worse than an issuer that takes an ID.
What does Steam cost in total?
The card fee is the smallest part. What you actually pay is a top-up charge on every reload plus the Steam plan. 7 of the 10 cards here skip the issuance fee entirely.
Do I have to keep the card open between Steam renewals?
Only if you want the renewal to clear. Where the issuer allows it, freeze the card rather than closing it, then unfreeze a day before the renewal date. A closed card cannot be brought back.
How we test
31 cards went through a live Steam checkout on a real account, and one only counts if the first charge clears and the renewal four weeks later clears too. Cards that pass the trial then fail on renewal get marked down rather than dropped. Fees come from the issuers' own pricing pages, re-checked monthly, and converted at the rate on the verification date when they are not in USD.
