- Privacy.com is not the cheapest on the list, but it was the most consistent across three separate test runs. That counts for more than a dollar of savings.
- Take PayPal Key if you want the lowest issuance cost (Free). Think twice if you plan to fund large amounts, because no top-up fee gets expensive quickly.

Set the limit before the first charge and lock the card to Target if the app allows it. Neither costs anything, and both are easier than untangling it afterwards.

Answer the 3-D Secure challenge, then verify the subscription is live rather than trusting the success screen. Pending charges do happen.
If it still will not go through
Between them these cover almost every failed attempt we have logged.
- Billing address mismatch (Privacy.com issues a US General address). AVS compares what you type against the address on file, and it fails on a single transposed digit. Paste it instead of retyping.
- Geo mismatch. Signing up in one country and paying with a card from another is the fastest route to a manual review.
- Three declines in a row. Most checkouts lock the payment method after three failures. Change the card instead of pressing the button again.
- Trial already claimed. If the free trial was used on that account before, the card gets charged immediately and often flagged as fraud.
- Debit range, credit-only acquirer. A handful of processors refuse debit BINs outright, before any balance check runs. Try a credit range from the table.

Questions we get asked
Will a virtual card actually work on Target?
It does. 10 of the 33 cards we tried in September got through, and 211 issuers in the database are flagged as working with this merchant. The failures we logged were range blocks, not empty balances.
Why is my normal bank card declined by Target?
It comes down to where the card was issued. Target bills through an overseas acquirer, and that acquirer compares the card's country with your account region before the charge ever reaches your bank. It is a region rule, not a credit decision, which is why you never get a fraud alert.
Which one is cheapest for Target?
Privacy.com scores highest here at 9.6/10. Past that, the funding route decides it, because a card with free top-ups beats a cheaper signup fee the moment you reload twice.
Can I use a card with no KYC for Target?

How we test
33 cards went through a live Target checkout on a real account, and one only counts if the first charge clears and the renewal four weeks later clears too. Cards that pass the trial then fail on renewal get marked down rather than dropped. Fees come from the issuers' own pricing pages, re-checked monthly, and converted at the rate on the verification date when they are not in USD.
