Methodology: 3,245 live checkout attempts were run against these ranges in September 2026. The order below comes from that test data.
Filling the billing address (AVS)
- None of the 10 cards above let you choose an arbitrary billing address. Each issuer generates one, and the gateway checks your entry against that exact string.
- Paste the address from the issuer dashboard instead of retyping it. AVS compares the street number and the ZIP first, and a transposed digit is the most common reason these ranges fail.
- If a Netherlands range is refused, move to another range below rather than retrying the same card. Repeat attempts on one BIN are what trigger issuer-side blocks.
Worth knowing about this issuer pool
Dutch-issued ranges come almost entirely from EMI licences, with iDEAL and SEPA as funding. Euro settlement keeps FX out of the picture for European checkouts.
The same PSD2 authentication applies as everywhere in the EEA. Where Dutch ranges differ is acceptance: we see fewer range blocks on them than on any other EU country in the set.

- If COCA gets refused somewhere, KAST is the fallback. It is free to open and asks for Minimal KYC at signup, so the two cover different risk appetites.

This guide is rebuilt from live test runs, so the numbers move when a range starts declining or an issuer changes its pricing. The review log reflects the current pass:

None of the 10 cards let you pick an arbitrary address. Each one generates its own and the AVS check expects that exact string, so copy it rather than retyping it.
Creation fees run from 0 to 2 USD across the table, with a flat 5% top-up on every load. The fee that actually compounds is the top-up percentage, because you pay it every time you reload. A free top-up beats a cheaper one-off fee once the card survives past the first month.
