Filling the billing address (AVS)
- 1 of the 10 cards let you set your own billing address: VCard. Use an address you actually control so the issuer record and your own account match.
- The remaining 9 generate one for you, and the gateway checks your entry against whatever the issuer issued: paste it rather than retyping it.
- If a Lithuania range is refused, move to another range below rather than retrying the same card. Repeat attempts on one BIN are what trigger issuer-side blocks.
What to know before you pick
Vilnius issues more EMPI licences per capita than anywhere else in the EU, and it shows in our data: Lithuanian ranges are the cheapest to open and the most crypto-friendly on funding.
The trade-off is perception. A handful of merchants score non-bank EU issuers as higher risk and challenge the charge more often, so first attempts decline slightly more than bank-issued cards.
