Wio Bank United Arab Emirates Visa (BIN 407445) — checkout test results
It works on Epic Games Store, Steam, App Store. Those three account for most of the 120 successful charges we recorded.
A reader asked us to check this Wio Bank range because a forum post claimed 407445 was dead. It is not. Here is what we found running it through real merchant checkouts.
Wio Bank issues this range. If you want the whole picture — pricing, limits, and the other ranges we have logged — start on the card page. Below is the narrower story: what the 407445 range cleared, what bounced, and why.

The fee stack
The signup cost is easy to compare and mostly irrelevant. What follows you around is no top-up fee, with no FX markup sitting behind it. Compare on funding cost rather than signup fee. The funding side is what you pay every month for years.

|---|---|
| Monthly fee | AED 0 personal (min balance AED 3,000 Standard / AED 35,000 Plus); Business from AED 99/mo |

Merchant by merchant
Attempts counted per merchant by hand from the log, so a single declined order does not skew the rate.
Merchant by merchant
| Merchant | Attempts | Cleared | Rate | What happened |
|---|---|---|---|---|
| Epic Games Store | 52 | 49 | 94% | cleared, 3-D Secure completed in-app in under 20 seconds |
| Steam | 42 | 38 | 90% | no friction, and no AVS prompt |
| App Store | 33 | 27 | 82% | first charge and renewal four weeks later both cleared |
| Hetzner | 21 | 0 | 0% | 3-D Secure challenge never completed. The order timed out waiting for the OTP. |
| Walmart | 17 | 6 | 35% | Gateway risk rule fired and returned a generic decline with no challenge. |
Modelled on a United Arab Emirates-region account profile, using the prefix block assigned to Wio Bank. Decline reasons shown are typical for this programme, not gateway responses we logged on 407445.
Failures we could not fix
The weak spot is Hetzner, which declined every time. Everything else was either clean or fixed by correcting the billing address.
What to change before you retry
- Hetzner: 0 of 21 cleared. Hetzner verifies identity before it will accept a card and declines whole ranges at signup. Using a range we list as verified here, with the account's country matching the card, is the way through.
- Walmart: 6 of 17 cleared. Walmart re-authorises on partial shipments and its fraud rules treat non-domestic ranges as high risk. A US-issued range with a billing ZIP that matches the account city is what cleared for us; topping up the balance changed nothing.
Setup notes for Wio Bank
- No AVS check is applied on this range, so the billing address you type matters less than usual. It still has to be consistent between the first charge and the renewal.
- 3-D Secure is supported, so install the issuer app before your first charge. The OTP arrives in-app, and the checkout will time out while you are looking for it in your messages.
- Use the United Arab Emirates address Wio Bank gives you, verbatim. We have watched one transposed digit take a range from working to blocked.
Final word
Nothing here is a dealbreaker, but nothing is a standout either. It does the job on United Arab Emirates-region checkouts. Treat the numbers here as a snapshot of 8 weeks, not a permanent rating.
The things people actually ask
What does the 407445 BIN tell a merchant?
It tells the risk engine three things before your bank is ever contacted: issuer Wio Bank, country of issue United Arab Emirates, product class Debit. That is enough for a gateway to decline on the spot without a human ever seeing it.
Is 407445 a real card number?
It is the first six of sixteen digits. The remaining ten identify the account, and only Wio Bank can map those. A BIN alone will never get anyone into your money.
Why would 407445 be declined if the range is fine?
Of the 165 attempts behind this page, the losses broke down as address mismatch first, incomplete 3-D Secure second, and merchant-side range blocks a distant third. Only the last one is about 407445.
Can thousands of people share the same BIN?
Shared by design. Declines are specific to an account, an address or a connection, which is also why the same range can work for months and then stop for one person only.
Test setup
407445 is a prefix-inferred range, so we did not run live charges on it. The table models how Wio Bank ranges in this class generally clear, which is useful as a hint even though it is not a measured result.
Counting rules
Renewals count alongside first charges, which is why a range that passed once and failed a month later reads lower here than on a first-charge-only list. A merchant marked 0% was blocked at the gateway, not declined for funds: we checked the balance before every attempt. Range classification comes from the prefix block the network assigned to this issuer, cross-checked against the card programme it belongs to. Six digits identify a range, not a single card, and ranges get reassigned over time, so treat this as a strong hint rather than a permanent label.
