Filling the billing address (AVS)
- 1 of the 10 cards let you set your own billing address: Ezzocard. Use an address you actually control so the issuer record and your own account match.
- The remaining 9 generate one for you, and the gateway checks your entry against whatever the issuer issued: paste it rather than retyping it.
- If a UAE range is refused, move to another range below rather than retrying the same card. Repeat attempts on one BIN are what trigger issuer-side blocks.
What to know before you pick
Dirham settles most of these ranges. USD ad platforms then charge a conversion fee on top of the top-up percentage, so weigh the FX column against the headline issuance fee before you commit.
UAE ranges are popular for ad spend because several issuers open many cards under one account with per-card limits. KYC is real, though: expect a passport or Emirates ID check before the first card goes live.

Liv by Emirates NBD is the strongest all-rounder among the 10 UAE-issued cards we track, at 8.6 out of 10. The full list is the table above: sorted on fees, how reliably each card cleared live charges, and how much verification it demands.
1 of the 10 cards lets you set your own billing address: Ezzocard. The rest generate one for you, which is fine for AVS as long as you paste it exactly as issued.
Creation fees run from 0 to 10 USD across the table, and top-up percentages range from 0% to 3.3% per load. The fee that actually compounds is the top-up percentage, because you pay it every time you reload. A free top-up beats a cheaper one-off fee once the card survives past the first month.
2 of the 10 cards above are listed as No KYC: Capitalist, Ezzocard. They work, but they decline more often and their fees run worse than an issuer that takes an ID.
