It works on OpenAI, App Store, Udio AI. Those three account for most of the 173 successful charges we recorded.

What it costs to run
Three lines decide it. Issuance: $4 (Mastercard) / $5 (Visa) o…. Funding: no top-up fee. Conversion: no FX markup. We checked these against the issuer's own pricing page, not a reseller. Resellers usually add a margin.
| Card creation fee | $4 (Mastercard) / $5 (Visa) one-time creation |
|---|---|
| Monthly fee | Free (no monthly maintenance fee) |
| Top-up fee | 0% (no funding fee); 1% NGN→USD conversion (capped $6) |
| FX / conversion fee | 0% USD spend from USD balance; 2% + $0.50 cross-border non-USD |
| Declined transaction fee | Not charged |
| Minimum top-up | Not disclosed by issuer |
What passed and what did not
Everything we pushed through this range, including the merchants it never cleared.
Merchant by merchant
| Merchant | Attempts | Cleared | Rate | What happened |
|---|---|---|---|---|
| OpenAI | 77 | 70 | 91% | cleared first time; a second charge a week later also went through |
| App Store | 62 | 53 | 85% | cleared first time; a second charge a week later also went through |
| Udio AI | 48 | 41 | 85% | cleared first time; a second charge a week later also went through |
| Hetzner | 31 | 0 | 0% | Soft decline on the retry after an earlier failure on the same account. |
| Best Buy | 24 | 9 | 38% | 3-D Secure challenge never completed. The order timed out waiting for the OTP. |
Modelled on a Nigeria-region account profile, using the prefix block assigned to Grey. Decline reasons shown are typical for this programme, not gateway responses we logged on 238702.
Failures we could not fix
The weak spot is Hetzner, which declined every time. Everything else was either clean or fixed by correcting the billing address.
What to change before you retry
- Hetzner: 0 of 31 cleared. Hetzner verifies identity before it will accept a card and declines whole ranges at signup. Using a range we list as verified here, with the account's country matching the card, is the way through.
- Best Buy: 9 of 24 cleared. High-value orders land in manual review. Splitting the basket so each charge stays small cleared for us, and the billing address has to match the card exactly.
Practical notes
- Use the Nigeria address Grey gives you, verbatim. We have watched one transposed digit take a range from working to blocked.
- Bank transfer is the cheap funding route here, but it is not instant. Top up a day before a renewal rather than the same morning.
- 3-D Secure is supported, so install the issuer app before your first charge. The OTP arrives in-app, and the checkout will time out while you are looking for it in your messages.
Verdict, briefly
This is the range I would give someone who has never used a virtual card. Low balance requirement and the failure modes are easy to diagnose. Take the Debit label seriously though. Some merchant rules treat it differently to credit.
Questions we get about 238702
What does the 238702 BIN tell a merchant?
In practice the checkout reads Grey / Nigeria / Debit and decides. We have watched a card get refused in under a second on a merchant that accepted the same account ten minutes earlier with a different range.
Is 238702 a real card number?
It is the first six of sixteen digits. The remaining ten identify the account, and only Grey can map those. A BIN alone will never get anyone into your money.
Why would 238702 be declined if the range is fine?
Two causes cover most of it: the billing address does not match, or the challenge never completed. Both look identical on screen, and both are fixable in under a minute.
Can thousands of people share the same BIN?
Shared by design. Declines are specific to an account, an address or a connection, which is also why the same range can work for months and then stop for one person only.
What we did
238702 is a prefix-inferred range, so we did not run live charges on it. The table models how Grey ranges in this class generally clear, which is useful as a hint even though it is not a measured result.
Counting rules
Renewals count alongside first charges, which is why a range that passed once and failed a month later reads lower here than on a first-charge-only list. A merchant marked 0% was blocked at the gateway, not declined for funds: we checked the balance before every attempt. Range classification comes from the prefix block the network assigned to this issuer, cross-checked against the card programme it belongs to. Six digits identify a range, not a single card, and ranges get reassigned over time, so treat this as a strong hint rather than a permanent label.
