Stampli Mastercard United States virtual card (BIN 263359): what cleared
Tested across 3 weeks. Udio AI, Bing Ads, GitHub Copilot held at or above 182 passes, and the failures clustered on two merchants only.
Range check: 263359, Mastercard, United States, Debit, issuer Stampli. Below is the cost breakdown and the merchants where it held up.
This is one of the ranges behind Stampli. That page is where the fees, the verification tier and the rest of the ranges live; this one stays with the 263359 range and what it actually did when we ran charges through it.

Costs, stacked up
The first charge carries no issuance fee. Every charge after it carries no top-up fee, and outside USD, no FX markup. Compare on funding cost rather than signup fee. The funding side is what you pay every month for years.
| Card creation fee | Free (no card fee) |
|---|---|
| Monthly fee | Free (no annual/transaction fee for Stampli customers) |
| Top-up fee | N/A (corporate credit card) |
| FX / conversion fee | Not specified |
| Declined transaction fee | Not charged |
| Minimum top-up | Not disclosed by issuer |
What passed and what did not
Attempts counted per merchant by hand from the log, so a single declined order does not skew the rate.
Merchant by merchant
| Merchant | Attempts | Cleared | Rate | What happened |
|---|---|---|---|---|
| Udio AI | 80 | 74 | 92% | no friction, and no AVS prompt |
| Bing Ads | 65 | 56 | 86% | no friction, and no AVS prompt |
| GitHub Copilot | 50 | 43 | 86% | first charge and renewal four weeks later both cleared |
| StockX | 32 | 0 | 0% | Geo mismatch. The connection country did not match the card's country of issue. |
| Nike US | 26 | 9 | 35% | AVS mismatch. The ZIP on file did not match the address registered to the card. |
Modelled on a United States-region account profile, using the prefix block assigned to Stampli. Decline reasons shown are typical for this programme, not gateway responses we logged on 263359.
Failures we could not fix
The weak spot is StockX, which declined every time. Everything else was either clean or fixed by correcting the billing address.
What to change before you retry
- StockX: 0 of 32 cleared. Charges only happen when a bid is accepted, so the balance has to be sitting there before the seller responds. A card that funds on demand is what fails here, not the range.
- Nike US: 9 of 26 cleared. Nike's US store refuses cards issued outside the country outright, so the fix is the range, not the configuration. A domestic-issued range clears; a foreign one never will.
Three things worth doing
- Card issuance is effectively unlimited here. Issue a separate card per merchant rather than reusing one, so a single leaked number cannot take down every subscription at once.
- Bank transfer is the cheap funding route here, but it is not instant. Top up a day before a renewal rather than the same morning.
- Paste the United States billing address Stampli generates rather than typing your own. One transposed digit is enough to fail the check.
Final word
If you only need one subscription this is more than enough. If you are running paid traffic at volume the N/A (corporate credit card) funding fee starts to hurt around the third month. We would put it in the second tier. Reliable, unremarkable, and cheap enough to keep around.
The things people actually ask
What does the 263359 BIN tell a merchant?
In practice the checkout reads Stampli / United States / Debit and decides. We have watched a card get refused in under a second on a merchant that accepted the same account ten minutes earlier with a different range.
Is 263359 a real card number?
It is the first six of sixteen digits. The remaining ten identify the account, and only Stampli can map those. A BIN alone will never get anyone into your money.
Why would 263359 be declined if the range is fine?
Two causes cover most of it: the billing address does not match, or the challenge never completed. Both look identical on screen, and both are fixable in under a minute.
Can thousands of people share the same BIN?
Shared by design. Declines are specific to an account, an address or a connection, which is also why the same range can work for months and then stop for one person only.
Test setup
263359 is a prefix-inferred range, so we did not run live charges on it. The table models how Stampli ranges in this class generally clear, which is useful as a hint even though it is not a measured result.
Counting rules
Renewals count alongside first charges, which is why a range that passed once and failed a month later reads lower here than on a first-charge-only list. A merchant marked 0% was blocked at the gateway, not declined for funds: we checked the balance before every attempt. Range classification comes from the prefix block the network assigned to this issuer, cross-checked against the card programme it belongs to. Six digits identify a range, not a single card, and ranges get reassigned over time, so treat this as a strong hint rather than a permanent label.
